General DBE Information
The Manatee County Area Transit (MCAT) is committed to a policy of nondiscrimination in the conduct of its business,
including the procurement of goods and services. MCAT recognizes its responsibilities to the community in which it
operates and to the society it serves, and reaffirms that commitment through adoption of a Disadvantaged Business
Enterprise (DBE) Program for Federally funded transit projects.
The Office of Supplier Diversity Directory, includes locally registered Florida-based woman, veteran and/or minority-owned small business, and MCAT reaches out to inform interested parties about the current MCAT DBE goal,
established pursuant to Title 49, Code of Federal Regulations (CFR), Part 26.
The proposal is to establish a 1.03% three-year goal for Fiscal Years 2023-2025 for DBE participation in Federal Transit Administration (FTA) funded projects. Information regarding the methodology utilized to develop the DBE goal is available for review and can be requested via mail or email.
Those persons with comments or who would like to attend a DBE goal setting consultation, please stop by the Manatee
County’s Public Works Department at 1022 26th Avenue East, Bradenton, Florida 34208 on July 26, 2022 from 2:00 p.m.-
4:00 p.m. Please keep in mind that this proposed DBE goal is established only for Federally funded transit projects.
The MCAT DBE Program is established in accordance with the U.S. Department of Transportation, FTA DBE Program regulations. These regulations encourage outreach to socially and economically disadvantaged-owned businesses for

It is the continuing policy of the Manatee County Board of County Commissioners to ensure that a Disadvantaged Business Enterprise (DBE) entity has an equal opportunity to compete for and participate in contracts financed in whole or in part with DOT-assisted funds. The Board of County Commissioners, Manatee County has received Federal financial assistance from the DOT, and as a condition of receiving this assistance, the County has signed an assurance that it will comply with 49 CFR Part 26.

Program Goal for Fiscal Years 2023 – 2025
Pursuant to 49 CFR Part 26, all interested parties are hereby advised that the Manatee County Transit Division is proposing to establish a three-year goal for Fiscal Years 2023-2025 for Disadvantaged Business Enterprise (DBE) participation in Federal Transit Administration (FTA) funded projects. The proposed goal is 1.03% of the FTA 5307 Urbanized Area Formula Grant and 5339 Bus and Bus Facility Grant funding received by Manatee County in each year 2023 through 2025. Information on the methodology utilized to develop the DBE goal is available for inspection during normal business hours, Monday-Friday 7:00 a.m. - 4:00 p.m. at Manatee County Transit Division, 2411 Tallevast Road, Sarasota, FL 34243.
