The Board of County Commissioners of Manatee County, Florida proposes to adopt the following ordinance:
An Ordinance of the Board of County Commissioners of Manatee County, Florida, amending the Manatee County Land Development Code; providing for purpose and intent; providing findings; amending Land Development Code Chapter 2 – Definitions, Chapter 4 - Zoning, Chapter 5 – Standards for Accessory and Specific Uses and Structures, and Chapter 10 – Transportation Management to define the use of Mobile Vending, to add Mobile Vending units as an accessory and temporary use, to add Mobile Vending Parks as a use in specified zoning districts, to set forth specific use criteria for Mobile Vending units, Mobile Vending Parks and applicable parking standards; providing for other amendments as may be necessary for internal consistency; providing for codification; providing for applicability; providing for severability; and providing an effective date.

NOTICE IS HEREBY GIVEN that the Board of County Commissioners of Manatee County will conduct a Public Hearing on February 6, 2025, at 9:00 a.m., or as soon thereafter as same may be heard at the Manatee County Government Administration Building, 1st Floor Patricia M. Glass Chambers, 1112 Manatee Avenue West, Bradenton, Florida, to consider and act upon the following matters:
The Heritage Harbour DRI is generally located at the intersection of I-75 and SR64, south of the Manatee River, and west of Upper Manatee River Road (approximately 2,784.7 acres).

An Ordinance of the Board of County Commissioners of Manatee County, Florida, regarding land development, amending the Official Zoning Atlas (Ordinance 15-17, as amended, the Manatee County Land Development Code), relating to zoning within the unincorporated area; providing for a rezone of approximately 5.25± acres from A (General Agriculture) to PDC (Planned Development Commercial) Zoning District; approving a Preliminary Site Plan for up to 114,345 square feet of mini-warehouse use with additional outdoor storage which will not count towards the FAR; generally located approximately 1,900 feet west of the intersection of State Road 64 East and Uihlein Road and also on the north side of SR 64 East, Bradenton (Manatee County); subject to stipulations as conditions of approval, setting forth findings; providing a legal description; providing for severability; and providing an effective date.

An Ordinance of the Board of County Commissioners of Manatee County, Florida, regarding land development, to reestablish an abandoned use by approving a General Development Plan which will allow a Large Residential Treatment Facility or a Large Assisted Living Facility of 90 beds for an existing 36,449 square feet structure currently zoned PDR (Planned Development Residential);the property is located 0.51 miles south of 53rd Avenue East and 863 feet west of US 301 on 6.60 ± acres, and commonly known as 5700 24th Steet East, Bradenton (Manatee County); subject to stipulations as conditions of approval; setting forth findings; providing a legal description; providing for severability; and providing an effective date.
An Ordinance of the Board of County Commissioners of Manatee County, Florida, regarding land development, amending the Official Zoning Atlas (Ordinance 15-17, as amended, the Manatee County Land Development Code) relating to zoning within the unincorporated area, providing for a rezone of approximately 3.3 acres located on the southern portion of a ±23.4-acre site (where ±20.1 acres are currently zoned PDR (Planned Development Residential)) from A-1/WP-E/ST ((Agricultural Suburban/ Evers Reservoir Watershed Protection / Special Treatment Overlay Districts) to PDR Zoning District retaining the overlay districts, generally located on the east side of Lockwood Ridge Road, approximately 600 feet south of the intersection with Whitfield Avenue, and commonly known as 7225 Lockwood Ridge Road, Sarasota (Manatee County); approving a General Development Plan for the total ±23.4 acre site allowing up to 256 multifamily units with at least twenty five percent (25%) of those units designated as affordable housing; subject to a proposed Land Use Restriction Agreement (LURA); subject to stipulations as conditions of approval; setting forth findings; providing a legal description; providing for severability; and providing an effective date.
An Ordinance of the Board of County Commissioners of Manatee County, Florida, regarding land development, amending the Official Zoning Atlas (Ordinance 15-17, as amended, the Manatee County Land Development Code), relating to zoning within the unincorporated area; providing for a rezone of approximately 126.33± acres generally located north of SR 70, east of Post Blvd, southeast of Rangeland Pkwy and west of Uihlein Road, and commonly known as 5895 Post Boulevard, Bradenton (Manatee County) from A/WP-E/ST (General Agriculture/Watershed Protection Evers/Special Treatment Overlay Districts) to the PDPI (Planned Development Public Interest) Zoning District, retaining the WP-E/ST (Watershed Protection Evers/Special Treatment) Overlay Districts; amending a General Development Plan for a County park to add 126.33± acres to the project area for a total of 236.31± acres and add such uses that include but are not limited to County office space, public use facilities (i.e. public library, sheriff substation, EMS station), aquatic center, dog park, softball and baseball complex and fields, concessions, park maintenance facilities, racquetball complex, tennis stadium and courts (clay and/or hard courts), pickleball stadium and courts, locker room facilities, restrooms, multiuse building, hotel, secondary storage barn, multipurpose fields (existing), parking (existing) and stadium (existing), and other associated facilities, gymnasium and accessory passive recreation (i.e. permanent frame tent, maintenance area), trails, outdoor fitness equipment, fitness/play landforms, plazas, destination playgrounds, shade pavilions; subject to stipulations as conditions of approval; setting forth findings; providing a legal description; providing for severability; and providing an effective date.
An Ordinance of the Board of County Commissioners of Manatee County, Florida, regarding land development, amending the Official Zoning Atlas (Ordinance 15-17, as amended, the Manatee County Land Development Code), relating to zoning within the unincorporated area; providing for a rezone of an approximately 44.68-acre part of a 658.98-acre parcel generally located 4,000 feet west of the intersection of County Road 39 and Carlton Road, Parrish (Manatee County) from the EX (Extraction) to the A (General Agriculture) Zoning District; setting forth findings; providing a legal description; providing for severability, and providing an effective date.

All interested parties may appear and be heard at the meeting with respect to the proposed Ordinances. According to Florida Statutes, Section 286.0105, any person desiring to appeal any decision made by the Board of County Commissioners with respect to any matter considered at said Public Hearing will need a record of the proceedings, and for such purposes, he may need to ensure that a verbatim record of the proceedings is made, which includes the testimony and evidence upon which the appeal is to be based.
