Advanced Traffic Management System Project Summary

Manatee County’s Advanced Traffic Management System (ATMS) projects are in essence the first major components to the Sarasota-Manatee Traffic Management Center (TMC), conceptually planned in 2003.  Manatee County, Sarasota County, City of Sarasota, City of Bradenton, and the City of Palmetto have agreed to participate in a regional TMC, which will also include the Florida Department of Transportation’s (FDOT) freeway management system.


The Manatee ATMS projects are two design-build projects managed by the FDOT.  These projects will deploy state-of-the-art technologies to mitigate traffic congestion, improve traffic operations, traffic management, and safety in Manatee County, City of Bradenton, and the City of Palmetto.


The $9.8 million Phase 1 includes upgrading 143 traffic signal controllers and cabinets and installing 38 CCTV traffic monitoring cameras in both unincorporated Manatee County and the City of Bradenton.  This phase includes installation of the central hardware and central ATMS software in the TMC, recently constructed with the County’s Public Safety Center. Also included is approximately 70 miles of new fiber for traffic communication. Acceptance for Phase I is expected by the end of 2010.


Phase 2 was awarded $5.4 million from the American Recovery and Reinvestment Act and is expected to be completed the summer of 2011.  This phase includes 88 traffic signal cabinet and controller upgrades, as well as 20 CCTV traffic monitoring cameras in both Manatee and the City of Palmetto.  Communication network expansion will also include an additional 44 miles of fiber.


Together these two projects will upgrade nearly all the traffic signals in Manatee County. Only a few remote outlying signals will not be connected to the TMC.  Sarasota County is also under contract to begin work on their phase which is expected to be completed by the end of 2011. Combined these three projects will connect about 75% of the signals within Sarasota and Manatee Counties at the new Sarasota-Manatee TMC.
