Impact fees are one–time fees assessed on new development. When a home or business is built or expanded, it increases the load on County services like public safety, law enforcement, and roads. Impact fees therefore help the County to increase infrastructure capacity and maintain the same levels of service as those provided before new development occurred.

The Florida Impact Fees Act, enacted by the Florida Legislature in June 2006, requires that all impact fees imposed in the state be based on the most recent and local data available. Accordingly, Manatee County Government contracted with the Henderson Young consulting firm in 2011 to analyze its impact fee program and ensure that it complied with state requirements. Henderson Young performed this analysis by studying recent growth rates, measuring the current capacity of the County's system of infrastructure, projecting how much capacity should be expanded to accommodate future growth, and calculating the cost of the required infrastructure improvements.
